Overview: The Assessment of Learning Outcomes and Social Effects of Community-Based Education (ALSE) research project aims to understand the best ways to create effective and sustainable community-based education in Afghanistan. ALSE’s main focus is a mixed-methods, randomized controlled trial (RCT) assessing the Community-Based Education Enhancement Program (CBEEP) implemented by CARE Afghanistan and CRS Afghanistan. ALSE is implemented by Dana Burde, Joel Middleton, and Cyrus Samii. In the spring of 2016, ALSE conducted an individual-level assessment of the research capacities of the Ministry of Education's Research and Evaluation Unit (R&EU). The overall goal was to identify and prioritize areas for improving the research and evaluation skills of the R&EU staff.
